Go to the city hall

You get the residential card at the airport but the address is not printed yet so the first place you have to visit is the city hall(ward office). They instruct which departments you need to visit. After your address is stamped you need to visit the heath insurance division to get the nationwide health insurance. At this moment you are insured. You only have to pay 30% of total costs. There's no co-pay in Japan. You need to pay the premium monthly. As long as you have a visa you are qualified to get the nation heath insurance. They ask you if you want to pay the social security for the future pension. You can say no if you don't want to pay it. You can collect the pension in the future on condition that you keep paying the social security from the government. You can work over the table with any visa including the student one.

Go to the bank

The only bank you can open the account in Japan is JP bank. They are everywhere like Mcdonalds. You never miss it. You can set up the auto payment for your rent and send/receive the funds via the bank from your country. I can take you there if you like. It's super convenient once you open the bank account.

Go to the Home Depot(appliance store)

Since you need to stay at your property you need futon/blanket at least. Osaka's winter is freezing. Spring is around the corner nevertheless still cold after the sun sets.
You not only purchase a futon/blanket at the store. Most people buy desk, chair, rice cooker, and fridge. I can take you the store by my car. At the same time let them measure your property so you can buy a laundry/dryer. It's free to let them visit the property and measure. You show up the store later and choose whatever you like.
Never purchase a laundry without letting them measure your property since they don't accept the refunds.

Set up the internet connection

Contact Sakura or GTN internet. They will navigate you how you set up the internet connection. Both, English is available. Let them know the property owner's contact information or management company's one. Make sure your portable wifi is at least 1 month long. Both companies set up the internet not too soon.
